Why federation matters for coalitions
A single Matrix homeserver shared across all chapters is fragile - one legal request, one DDoS, one admin error and everyone loses comms. For very large coalitions, Dendrite (the newer Matrix server in Go) is an option, but Synapse is still the production standard.

Operational considerations
Each chapter homeserver needs an admin who maintains it. Backups are critical - Postgres dumps to a second offshore VPS daily, retain a month. Element web client can be hosted on the same VPS or on a separate static host. Key cross-signing must be enforced for security; train chapter members to verify devices on first sign-in. Federation room moderation is the coalition's job - we provide infrastructure, not moderation policy.
