ISP-level internet shutdowns work by instructing domestic internet service providers to cut traffic at their network level. Starlink bypasses this because Starlink satellite dishes communicate directly with LEO satellites orbiting above the territory. The terrestrial fiber backbone carrying international internet traffic is not involved. When Ethiopia cuts internet, Starlink dishes in Ethiopia continue communicating with satellites. When Kazakhstan throttles ISP traffic, Starlink bypasses Kazakhstani ISP infrastructure entirely. This is why authoritarian governments view Starlink as a threat - it fundamentally breaks the domestic-ISP-as-control-point model. Starlink availability has expanded significantly: now available across most of Africa, Central Asia, South Asia, and Latin America. VPS Role in Satellite + Offshore Architecture

Two reasons: privacy and content access. SpaceX (Starlink's operator) is subject to US law and could theoretically be compelled to provide user data or block content for US government reasons. An offshore VPS adds a layer: Starlink sees only encrypted traffic going to your Iceland or Romania VPS IP. The VPS handles the actual internet requests. Starlink cannot see your traffic content. Second: some content may be blocked at the Starlink level (SpaceX has the technical capability to implement country-specific blocking if legally compelled). An offshore VPS as the exit node means your traffic exits from an IP associated with Iceland or Romania, not with Starlink's satellite IP ranges. Setup: configure WireGuard on your offshore VPS. On your Starlink-connected device, connect to WireGuard. All traffic routes: device -> Starlink satellite -> your VPS -> open internet. Completely resilient to both local ISP shutdowns and Starlink-level restrictions.
