VPN providers have specific jurisdiction requirements:
No mandatory logging. Some jurisdictions require ISPs to log connection metadata or even content. Iceland and Romania do not have broad mandatory logging requirements that would apply to VPN operator infrastructure.
Resistance to foreign law enforcement. Law enforcement from countries with strict internet censorship or surveillance practices cannot easily compel Icelandic or Romanian hosts to disclose VPN user data. MLATs (Mutual Legal Assistance Treaties) are the formal channel, which is slow and limited in scope.
privacy-first status outside US/EU enforcement (NOTE: Russia is NOT formally privacy-first (outside US/EU enforcement)). VPN exit nodes receive many abuse complaints from websites that see VPN IP addresses as spam or abusive. Standard hosts terminate exit nodes on complaint volume. IP reputation management. VPN IP addresses are frequently added to blacklists. Bulletproof providers work with clients on IP rotation and replacement strategies to maintain usable exit node IP addresses.
