Mastodon Instance for the Russian-Language Audience on Anubiz Offshore
Hosting a Mastodon instance for a Russian-speaking community does not mean hosting inside Russia. It means hosting offshore in a jurisdiction with reasonable latency to Russia, strong operator privacy, and stable legal posture. Finland is the practical default. Why Not Host Inside Russia
Same reasoning as the Nostr-relay-russia page. Russian intermediary law requires Roskomnadzor cooperation; data localization for services with significant Russian user reach; broad content takedown enforcement. A Mastodon instance inside Russia would face conflict between EU-pattern federation and Russian local content rules.
Finland as the Default
Helsinki latency to Russia is the lowest of any EU jurisdiction. Section 10 telecoms privacy gives operator metadata legal protection. V tier handles 1000-2500 active users on the standard Mastodon stack.
DPI and Federation Resilience
ActivityPub federation over HTTPS generally passes Russian DPI. During heightened periods, federation traffic can be throttled. Tor onion fallback for ActivityPub is technically possible but operationally awkward - not a clean fediverse experience.
Moderation in Russian
You moderate. Russian-language moderation requires Russian-language moderators. Plan for this in your community staffing. Mastodon admin tools work in any language.
