Tunnel quantity and length defaults are tuned for clients, not routers. For a transit-focused node, reduce the number of exploratory tunnels and increase the share of bandwidth allocated to participating tunnels. Configure the router to share at least 75 percent of its available bandwidth, which is the threshold above which the netdb becomes willing to delegate floodfill responsibility to your node. Below that share level the router is treated as a client-priority node and will not be selected for floodfill regardless of uptime.
