The pattern is clear: when public discourse becomes inconvenient for the government, the internet is restricted.
土耳其 also blocks many VPN services, though enforcement is inconsistent. The BTK has targeted popular VPN providers by blocking their IP ranges and intercepting their DNS queries. Tor's public 中繼 are periodically blocked, particularly during politically sensitive periods, making pluggable transports necessary for reliable access.
