Hosting Location Strategy

The bridge needs to be outside RU. RKN cannot interfere with a bridge running on Ukrainian or Romanian infrastructure. Our recommendation for RU-targeted bridges: Romania (low latency from RU residential and strong jurisdiction), Ukraine (lowest latency, slightly higher risk profile due to wartime infrastructure exposure), Iceland (highest jurisdictional protection, higher latency).

We do not offer RU-based bridge VPS because RKN can block any RU IP at will. Hosting the bridge inside the same jurisdiction as the threat actor is structural malpractice. Bridge operators who put bridges in RU end up rotating IPs every few days; bridge operators who put bridges in RO or UA rotate every six to twelve months.

PublishServerDescriptor 0 plus BridgeDistribution none keeps the bridge fully private. You distribute the bridge line manually to known users via Signal, Element, or onion-hosted Mattermost. Avoid Telegram for this; in 2026 Telegram is not a safe out-of-band channel for RU users due to known compromise vectors with Russian authorities.

RKN Enumeration Reality

RKN uses Sybil queries against BridgeDB plus active scanning of suspected bridge IPs to enumerate the public bridge pool. Private bridges resist this because RKN has no list to query and active scanning of an arbitrary 443 port returns nothing distinguishable from generic TLS traffic.

Bridge longevity depends on how many users you serve from one IP. A bridge serving 10 users can last years; a bridge serving 5000 users may be detected within months due to traffic-volume side channels. Rotate proactively based on user count rather than waiting for blocking events.
