.net is historically the technical infrastructure TLD. ISPs, network operators, mail relays, IRC networks, and protocol projects landed there because .com was crowded and .net signalled infrastructure. The audience we see now using anonymous .net registrations is overlapping: independent mail relay operators, niche VPN brands, federation node operators (Matrix, ActivityPub, XMPP), Tor exit node operators who want a clearnet identity for their abuse contact.
The threats are mostly DMCA fishing and copyright trolls who want a name attached to the IP that fronts a service. WHOIS privacy defeats those.
