The core problem with commercial VPNs: they use shared IP addresses that governments can identify and blocklist. When one user's IP gets flagged, millions of users on that same IP lose access. It's a losing game of whack-a-mole.
Additionally, commercial VPNs use standard protocols (OpenVPN, WireGuard, IKEv2) that DPI systems have learned to fingerprint. The protocol itself gives away the VPN, regardless of the IP address.
