• Iceland: the strongest legal and press-freedom reputation, and the most distant from CIS users. Pick it for content and projects where the jurisdiction matters more than speed.

The DMCA is a United States law. Servers outside the United States are not bound by it. "DMCA-ignored" on our offshore plans means we do not take a site down because a DMCA notice arrived. It does not mean anything goes. We act on valid orders from local courts and authorities, and we remove phishing, malware, spam and illegal content such as child abuse material, with termination of the service when abuse is confirmed.

Romania and Finland are EU members, so EU rules and local court orders apply. Iceland is outside the EU and applies its own law, and is known for strong source-protection and press-freedom legislation. None of this is legal advice. We do not quote millisecond figures because they depend on the visitor's ISP and routing, and routes from Russia and Central Asia change often. As a guide by geography: Finland has the shortest path to north-western Russia and the Baltics, Romania is a good middle point for the south, Ukraine's neighbours, Moldova and the Balkans, and Iceland adds distance for everyone in the CIS but is the closest of the three to North America. Test with ping and mtr from the networks that matter to you. If you serve users behind a VPN, the VPN exit location matters as much as ours.
