Is the 3090 really enough for SDXL?

Yes. SDXL at 1024x1024 with refiner runs at 2-3 seconds per image on a 3090. The 4090 does it in 1.5 seconds. Unless you batch hundreds of images per session, the difference is small.

Can I run Flux.1-dev?

FP8 or GGUF Q4 quants run on the 24GB 3090. Full FP16 Flux.1-dev does not fit in 24GB with ControlNet attached - move to a 4090 in RO/NL if you need the full FP16 stack.

Will my IP attract attention?

Russian residential ISPs see Russian IPs as normal. Western platforms may classify CIS IPs as suspicious - if you serve a public endpoint to Western users, expect Cloudflare / Akamai to occasionally challenge requests.

Can I install custom nodes that require external API access?

Yes, but some external APIs (OpenAI, Anthropic, some Western model hubs) restrict CIS IPs. Use a VPN egress or a proxy server in NL if you need access to those.
